I presume the White House Counsel's office has gone over this already but it looks as though the administration is trying to collect voluntary email signups from visitors to whitehouse.gov

Unfortunately, it looks as though their web designers neglected to make the graphic short enough that the cancel button (blue in screenshot above) is visible.
