WHAT: After President Obama proposed eliminating this neighborhood watch-style program in places like Lehigh Acres, Fla., in his fiscal 2011 budget, the Justice Department announced that there would be a 20 percent reduction in competitive awards this year.

WHY IT'S AN OUTRAGE: Lehigh Acres' loss in funding is expected to be offset by $175,920 in DOJ grants from the president's new $40 million Byrne Criminal Justice Innovation program. Local residents celebrated with a party, including a dunk tank that should have been labeled "Taxpayers."
