WHO: Southeastern Pennsylvania Transportation Authority (SEPTA)
WHAT: Since 2008, SEPTA has spent $2,210 on train tickets to Washington, almost half on Acela Express, Amtrak's most luxurious train. (Their spokesman said it was to preserve a tight schedule; Acela cuts about seven minutes off the trip.) SEPTA also spent $19,887 on four round-trip tickets to examine train cars being built in South Korea.
