WHAT: ODOD approved changes in the use of $1.1 million in stimulus funds by the Mahoning-Youngstown Community Action Program received from the federal government last year.

WHY IT'S AN OUTRAGE: Remember when Vice President Joe Biden said the stimulus would not fund swimming pools? Well, it does in Youngstown. Locals got the green light to spend $250,000 from their community services block grant to open their North Side Pool and operate the city's summer youth programs.
