BALTIMORE (AP) — Baltimore's water system has allowed big businesses, nonprofits and others to run up more than $10 million in unpaid bills according to a review of city records.

Critics say city officials have attempted to take the homes of some customers with unpaid water bills while large bills have been run up by others. City Councilman Carl Stokes told The Baltimore Sun (bsun.md/SaydWY) that is unfair for the city to hold some to one standard and other customers to another standard.

Stokes pointed to bankrupt RG Steel, which owes nearly $7 million and has also asked a bankruptcy judge to let it pay $20 million in bonuses to top executives.

Public Works officials say they are working to collect unpaid bills, some of which are being disputed as inaccurate.
