President Trump accused leaders in Puerto Rico Tuesday of trying to use emergency federal aid tied to recovery from last year’s hurricanes to prop up the U.S. territory’s finances.

“The people of Puerto Rico are wonderful but the inept politicians are trying to use the massive and ridiculously high amounts of hurricane/disaster funding to pay off other obligations,” Trump tweeted. “The U.S. will NOT bail out long outstanding & unpaid obligations with hurricane relief money!”

It’s unclear what prompted Trump’s tweet. A spokesperson for the White House did not immediately respond to an inquiry regarding the context of the president’s statement.

In addition to last year’s hurricanes, which killed an estimated 2,975 people and led to a blackout believed to be the longest in U.S. history, Puerto Rico has struggled with a fiscal crisis. The U.S. commonwealth owes approximately $70 billion to various creditors, and negotiations and a bankruptcy-like process are ongoing to settle that debt.
