President Obama will not be attending Thursday's memorial service in honor of the three police officers killed July 17 in Baton Rouge, La., and instead, Obama is sending Vice President Joe Biden and Attorney General Loretta Lynch.
President Obama headlined the Dallas memorial for the five officers who were murdered in a shooting rampage there earlier this month.
At that event, Obama made observations about the nation's racial problems, which some called divisive. Others have criticized him for not ordering the White House to be backlit by its blue lights.
