Orange County District Attorney Todd Spitzer filed charges against the suspect in Sunday's church shooting, saying he would also consider the death penalty.

The 10 counts filed by Spitzer Tuesday consist of one count of murder, five counts of premeditated attempted murder, and four felony counts of possession of an explosive device, plus felony enhancements of lying in wait and personal discharge of a firearm causing death. The suspect, David Chou, is suspected of shooting six people at a church in Laguna Woods, California.

“This monster crafted a diabolical plan to lock the church doors with his victims inside in order to lead what he thought were innocent lambs to slaughter,” Spitzer said. “But what he didn’t realize was the parishioners at the church that day weren’t lambs — they were lions, and they fought back against the evil that tried to infiltrate their house of worship. Good will always win over evil, and hate will not be tolerated anywhere in Orange County."

The counts carry the maximum punishment, which is either death or life imprisonment with no chance of parole. The state of California has not executed someone since 2006.

Chou, 68, was arrested Sunday on suspicion of murder and attempted murder after he entered Geneva Presbyterian Church and fired multiple shots, striking six victims. The members of the Irvine Taiwanese Presbyterian Church were having a lunch banquet to welcome a pastor who had recently returned from Taiwan at the time of the shooting, according to the Orange County Sheriff's Department.

Dr. John Cheng, one of the victims, charged at Chou and tackled him during the attack but sustained multiple gunshot wounds in the process. He was attending the lunch banquet with his mother and was pronounced dead at the scene.

"Dr. John Cheng is the embodiment of everything good, and he laid down his life to protect dozens of others, including his own mother," Spitzer said. "That act of pure selflessness and heroism will not be forgotten.”
