HAGERSTOWN, Md. (AP) — Washington County's public works director says a new library in downtown Hagerstown will open about six months later than expected.

Joseph Kroboth III says poor soil conditions and the discovery of an underground tank are delaying the project, now scheduled to open in March 2013. The original construction bid for the project was $15.9 million, but Kroboth says there have been $500,000 in approved change orders so far and more are expected.

The new 82,000-square-foot library will be about twice the size of the old library, and slightly larger than Frederick's main library.

Kathleen O'Connell, the library's assistant director, tells the Herald-Mail of Hagerstown (http://tinyurl.com/ck3mp7o ) that the library will have a toddler room, a larger young-adult area with seating, more public-access computers and WiFi throughout the building.
