U.S. Rep. Jim Moran, D-Va., offered his thoughts Friday on the new building being constructed in Alexandria’s Mark Center as part of the Army’s Base Realignment and Closure (BRAC) plan.

“It is a monstrosity, and it never should have been built there,” said Moran, speaking on WTOP’s “The Politics Program.”

More than 6,000 workers are scheduled to be relocated to the building, known as BRAC-133, by September 2011. Residents and officials have criticized the selection of the Mark Center site along Interstate 395 over the Victory Center, which sits between two Metrorail stations and is near the Capital Beltway.

Moran inserted language into the fiscal 2011 Defense Authorization bill — which has been approved in the House — stipulating that the military cannot use more than 1,000 parking spaces at the facility.
