ELKTON, Md. (AP) — The Cecil County Sheriff's Office has arrested a man deputies say plotted with other to kidnap at 10-year-old boy and hold him for a $300,000 ransom.
Thirty-six-year-old Andres Flores of Elkton has been charged with conspiracy to commit kidnapping against a child under 16 and extortion. He is being held on $750,000 bail.
According to the News Journal of Wilmington, Del., (http://delonline.us/TKe8t6) deputies said Flores was recruiting people to kidnap the boy, whose family he knew and who believed had access to a large sum of money.
Flores met with alleged accomplices Wednesday in Elkton to describe his plan. The meeting was monitored by law enforcement officials.
