D.C. Mayor Vince Gray invited the press to the first meeting of his full cabinet Monday afternoon, handed out a copy of his open government memo and then kicked reporters out.

Reporters dutifully arrived. On chairs for meeting attendees were blue folders holding two items: 1) Gray's inauguration speech. 2) A copy of the memo he sent out last week telling department heads to craft open government plans within the administration's first 120 days.

Gray had each of the department and agency heads who comprise the full cabinet introduce themselves to the press. The mayor then kicked out the members of the news media.

The meeting was held in the mayor's press briefing room.
