Del. David Englin, D-Alexandria, wants to remind everyone why the Interstate 95/395 HOT lanes projects might not have the overwhelming support Gov. Bob McDonnell claims.

The governor listed the HOT lanes project — also known as high-occupancy toll lanes — as one of several top priorities under his new transportation funding proposal, noting the "strong local support" for the project. However, Arlington County officials are mired in a lawsuit to prevent HOT lanes construction from moving forward.

The county has already spent more than $1 million on the suit, which challenges transportation officials' decision to move forward without conducting a customary environmental impact study. Although some Arlingtonians have been displeased with the county's lawsuit, Arlington shows no signs of letting up.

Arlington officials at least have the support of Englin, who is working on amending the state budget to include requirements for environmental studies for large transportation projects and encouraged his constituents to voice their opposition of the HOT lanes to the governor.
