Prosecutors dropped the charges against a man who stripped to his underwear at a Richmnd International Airport checkpoint to protest security procedures.

Commonwealth's Attorney Wade Kizer said 21-year-old Aaron Tobey's actions didn't rise to the level that would violate the disorderly conduct law.

Airport police said Tobey,of Charlottesville, took off his shirt and pants at the airport on Dec. 30. He had scrawled across his chest a mention to the Constitution's 4th Amendment protections against unreasonable search and seizure.
