"Top Chef: All Star" Carla Hall is full of love. She cooks with it and she's known for her public display of it, often calling out "hootie hoo" to her husband on the cooking reality show. All this love will pay off Thursday when Hall is sworn in as this year's Secretary of Love and Relationships for the District. She inherits the title from last year's recipient, the feisty and sometimes foul-mouthed sexual expert Dr. Ruth Westheimer. So what does a Secretary of Love and Relationships do exactly? Hall will help market Destination D.C.'s "Date Nights D.C.," a promotion to get couples out on the town for the month of February. Hall will be officially sworn in Thursday morning by D.C. Councilmember Kwame Brown at a reception at the Fairmont Hotel, where guests will get to try her new cookies.
