One of four Democratic candidates attempting to replace outgoing Rep. Patrick Kennedy, Lynch said he would propose limiting members of Congress to 12 years in office if he is elected. Lynch argued that lawmakers would be more motivated to work for their constituents if they know they have a limited amount of time in Washington. The change would require a constitutional amendment approved by two-thirds of both chambers and 38 states. Lynch promised not to serve more than 12 years even if the amendment is not made.
