Police say 23-year-old Kevon Neal of Fort Washington turned himself in on Thursday. He had been charged in a warrant with auto theft.
Police say Neal was an occupant of the car that two officers were pursuing on Interstate 95 in Beltsville on Monday when their cruiser ran off the highway and crashed. Officer Adrian Morris was killed.
Police have also charged 25-year-old Kenneth Mitchell of Washington with auto theft in connection with the pursuit.
